Quagga mussel boat inspections
required of Crowley Lake anglers

Trout opener anglers planning to fish Crowley Lake with their own boats for the opener and throughout the year will be required to go through a boat inspection to make sure their craft are free of quagga and zebra mussels.
While this is the only body of water requiring these inspections in the Sierra, anglers who’ve had their boats and float tubes on quagga- or zebra-positive waters (the Colorado River, primarily) should take precautions not to spread these tiny mussels which wreck havoc with water systems and devastate freshwater ecosystems. In fact, you can run your boat, canoe, kayak or float tube through one of the Los Angeles Department of Water and Power inspections in route or while in the Sierra this weekend.
The tiny mussels can stay viable for a long period of time in bilges, lower units of engines, seams along boat hulls, or any crevice or crease, and they can remain alive even if not in water. The best way to prevent the spread the mussels is to make sure all parts of the craft remain completely dry in warm conditions for at least two weeks after possible exposure to mussels. Thorough cleaning with a pressurized hot water spray and flushing the live wells, bilge, and cooling systems with 140-degree water or a six percent chlorine bleach solution before the drying period is recommended.
All boat owners who plan to launch at Crowley Lake must enter through the main gate at the South Landing ramp and must be inspected. Boats showing signs of contamination with invasive mussels, or found to contain any water or debris that could harbor invasive mussels will not be allowed to launch at Crowley Lake. Frequent users of Crowley Lake can arrange with Crowley Lake Fish Camp to store their boat on-site. Boat owners may have their boat inspected and receive an Inspection Certification prior to arriving at Crowley Lake’s South Landing at these locations:
1. Today through the duration of fishing season at Los Angeles Department of Water and Power office at 300 Mandich Street,Bishop, Monday through Friday, 8 a.m. to 3 p.m. In addition, boats can be inspected after 3 p.m. by appointment calling the LADWP at 760-873-0409.
2. Today through Friday, April 25 from 7 a.m. to 7 p.m. at the Bishop VONS/KMART parking lot at the corner of Main Street (Highway 395), Wye Road, and Highway 6.
3. Today through the duration of the season at Crowley Lake’s South Landing (Crowley Lake Fish Camp) from 7 a.m. through 7 p.m.

New DFG director comes
from within Fish & Game


Donald Koch, a 30-year Department of Fish and Game employee who recently retired, was appointed as the new director of the agency by Governor Arnold Schwarzenegger last week.
Koch, who retired from the DFG in December, replaces Ryan Broddrick, who resigned in August to be executive director of the Northern California Water Agency.
Koch, 55, of Redding, began his career with the DFG in 1981 and Koch rose through the ranks to become Northern California-North Coast regional manager from 1998 to 2007. From 1984 until 1989 he was an associate wildlife biologist and directed the DFG's statewide black bear and elk programs. From 1981 until 1984 he was a fish and wildlife assistant biologist, conducting population and habitat trend surveys. Koch has a Master of Science degree in biological sciences from California State University, Sacramento, and a Bachelor of Science degree in zoology from the University of California, Davis.
"It is a great honor to serve in this important role in Governor Schwarzenegger's administration," said Koch. "I look forward to using my background to protect California's vast fish and wildlife population."
Koch's appointment must be confirmed by the state Senate. A Democrat, he'll be paid $142,965 in the position.

Sportsmen are battling proposed
wind farm in Granite Mountains


A proposed wind farm in a migratory bighorn sheep corridor and some of the best chukar hunting habitat in the southern half of the state is being opposed by hunters, conservationists, and a broad base of homeowners in the Apple Valley region.
The opposition has led to another public comment open house to be held 6 to 8 p.m. Tuesday, April 29, at the Granite Hills High School Cymnasium, 22900 Esaws Ave., Apple Valley.
Granite Wind, LLC has proposed the Granite Mountain Wind Energy Project located on the crest of the Granite Mountains between Lucerne Valley and Apple Valley with 28 wind turbines, all 420-feet tall perched on the ridge tops and visible across a broad swath of the high desert. While the project’s windmill footprint is only 80 acres, several miles of mountain top will be impacted, and hunters and conservationists are concerned the project will impact bighorn sheep, raptors, and hunter access to the public land in the area.

Casitas reopens to outside boats,
but only after inspection process

Casitas Lake boaters and fishermen wouldn’t take no for an answer. Two months ago, the Casitas Municipal Water District (CMWD) voted 3-2 in favor of closing the lake to outside boats for one year.
Board members feared that quagga mussels would spread to and contaminate the lake, causing millions of dollars in damage.
On Wednesday the finishing touches were put on a plan that was proposed by lake fishermen to get boats back on the lake.
Larry Elshere, Ojai, and a team of fishermen put their brains together and came up with a tamper-proof system that will lock up boats and trailers. This prevents fishermen from taking their boats elsewhere and risk picking up the contagious quagga.
Each participant will have their boat thoroughly inspected at the lake, and then will undergo a 10-day quarantine period. After that period they can launch their boats at Lake Casitas-only.
Inspections start on May 3 and cost is $50. A sticker and code will be placed on each boat so lake officials can ensure that they’ve passed inspection.
“This is the most severe inspection in the world,” said Bill Hicks, CMWD board member. “We mean business and we don’t want this in our lake. This is 99.5% sure.”
The only negative is that once the locks are put on a boat, the owner is committed to only fishing and boating at Casitas over fears of spreading the organism.
“I would like to see getting other lakes involved, but at the moment it’s only Casitas,” said Randy King, Casitas lake manager.
There are close to 500 people on the list to start the process. King says they plan to take care of several boats per day. Hicks said the DFG may pitch in and help speed up the inspection process.
