Governor wants to illegally
‘borrow’ $30 million from
DFG’s already-empty budget

One of the schemes floated by Governor Arnold Schwarzeneggar to try to
balance the state’s multi-billion dollar budget deficit is to “borrow”
$30 million from the Department of Fish and Game’s Preservation Fund.
This is a dedicated fund account made up of hunting and fishing
licenses, tags, and application fee dollars that can only be used for
species that are hunted or caught by sportsmen. It doesn’t come from the
general fund. It’s not part of the excessive spending the legislature
has lavished on every crackpot program they could dream up. In fact,
using Fish and Game Preservation fund money any other way is illegal.
Illegal. That has not stopped state government from using it with a wink
and a kangaroo rat for decades, taking “loans” from this account and
never paying it back, or broadly defining how it can be used even though
its use never benefits sportsmen or the wildlife they pursue.
The Fish and Game Preservation Fund is projected to about $99 million
for the 2009-10 fiscal year. There is also $52 million in federal funds
-- Pittman-Robertson and Dingell-Johnson money -- that come from federal
excise taxes on fishing and hunting gear. It also can’t be used on
anything except for game and fish programs.
My addition says that’s about $151 million. There are a number of other
dedicated accounts that relate just to hunting or fishing that total up
to another $30 million or so. Let’s just say $180 million in round
figures. Ironically, hunting and fishing programs are only budgeted for
$72 million and wardens for $52 million. How can it be that wardens and
fishing and hunting programs are suffering for funding and have been for
decades when the dedicated accounts that fund them have more money than
goes to those uses?
The money is used for other purposes illegally.
It’s that simple.
For decades the state legislature has heaped responsibilities on the
Department of Fish and Game without giving them adequate funding to do
the job. The whole of the DFG budget is supposed to be $460 million this
coming fiscal year, with only $75 million coming from the general fund.
The rest comes from bond measures, fees on development, oil revenue
taxes, personalized license plates, and a host of other pots. Like the
Preservation Fund, much of this money is “dedicated” to specific uses.
But there’s something like $150 million of the DFG budget that arguably
gets robbed from dedicated accounts to fund unfunded legislative
mandates. Most of these unfunded mandates are part of the Biodiversity
Conservation Program.
Governor, the solution to the DFG budget is pretty simple. Cut all
programs that don’t have dedicated funding accounts. Eliminate those
positions or transfer them back into vacant positions in game and fish
programs that currently aren’t funding because the dedicated dollars
have been siphoned away by the legislature. I could save you all of the
$75 million you currently have allocated from the general fund, plus
another $150 million that’s robbed from other accounts. (Hint: Cut the
Biodiversity Conservation Program.) And you won’t have to illegally
“borrow” money from the Preservation Fund for these savings.
You want me to help you cut other state programs governor?
The problem is that you and the legislature can’t tell the fat from the
lean meat of most state-funding programs. Like at Fish and Game, there’s
so much marbling -- with fat laced throughout the department -- that
cutting whole departments, commissions, and programs might be the only
way to go. Seems to me you knew that before you were elected.
JUNIOR WATERFOWL HUNTING EVENTS:
The San
Jacinto Wildlife Area staff and its regular hunters will be hosting a
special event this Saturday for junior hunters. The federal duck hunting
framework allows junior hunters to hunt one weekend after the close of
the regular waterfowl season. Junior hunters must be accompanied by a
non-hunting adult for this hunt, but Tom Trakes at the wildlife area
said juniors will be provided a pancake breakfast at 3 a.m. and then a
barbecue lunch around noon on this special shoot day. There will also be
a raffle with a host of free waterfowl hunting gear for the juniors. For

BONUS WHITE GOOSE SEASON:
There is
a special 16-day white goose hunting season on private property in the
northern end of Imperial County starting Feb. 14 and continuing through
March 1. With over 35,000 light geese using this portion of the Imperial
Valley, the hunt is designed to reduce crop depredation by the geese.
The limit is six light geese per day with 12 in possession after the
first day of this special season. None of the public hunting areas are
open during this special hunt. For information on possible private land

Valley Lake, Lake Gregory, Lake Arrowhead, Lake Silverwood, and Lake

FEBRUARY 15 BIGHORN SHEEP SURVEY SIGNUP DEADLINE: Volunteers who would
like to participate in the annual San Gabriel Mountains bighorn sheep
survey on Sunday, March 1, must sign up by Feb. 15 to receive a
volunteer information packet, and they must also attend an orientation
meeting 6 p.m., Saturday, Feb. 28, at the Day Creek Intermediate School,
Rancho Cucamonga. The annual survey is a joint effort by the U.S. Forest
Service, Department of Fish and Game, and the Society for the
Conservation of Bighorn Sheep to track the bighorn population trends in
